This bomb-wielding weirdo is found at the bottom of Moleville Mines in Mario RPG.  Despite the presence of one of the Seven Stars nearby, he does not seem to be aware of, not does he appear to be a member of the Smithy Gang, getting the miniboss music instead and not appearing alongside the others in the ending parade.  He's awkward to reach because he'll push you away with his strangely long arms if you approach from the front.  The battle isn't too hard, but it comes to an unusual conclusion as, after summoning larger and larger bombs to his side, Punchinello ultimately summons a King Bomb that destroys him, but only chars the heroes.
