These both have very impressive graphics, the tracks, cars, and just about everything looks great. But there's one problem for GT2, the trees have that flat 2D look to them, but remember that GT2 was made a few years ago on Playstation, so graphics like that were common.
Music:

GT3 wins here... why? Because there's a lot of songs, plus, with GT3, you can just turn all the songs off at the option screen if you get bored with them, or you can turn some songs off/on to your liking. But with GT2, it's the opposite, you can't turn songs off and you have a small selection of songs, so you're stuck to the songs you don't like. Ouch.
Sound:
GT3: 9
GT2: 8
Very good in both games, the engine sounds are very unique so every car has its own sound to it. Also the sound when you burnout is ok, not really the best. Both achieve well pretty equally, so why did I give GT3 a higher score? Well you can hear the crowd. It may not seem much, but still, it adds to the overall in sound.
Cars:
GT3: 9
GT2: 10
GT2, for some reason, has more cars. How many? 500. 500 cars, that's a lot! So, you're going to have one huge of cars, but how many cars does GT3 have? About 250 to 300, I'm not too sure, but it is somewhere around that amount. It's very surprising that the newer GT3 didn't have more cars, or at least be closer to 500, maybe 400 or 450, but not 275 so cars. Both games include rally cars and special off-road rally tracks.
But, GT3 has F1 cars.
Also you can modify and buy cars. If you win races you get more money, allowing you to buy new cars or modify your currant ones. Also by winning some races, you can even win cars you regularly wouldn't find in the general car dealer.
Tracks:
GT3: 10

Both have great selection of tracks to race on. Tracks range from Seattle(both) to Britian(GT3) to Japan(both) to Monaco(GT3) to Tokyo(GT3), I can go on and on, there's so many tracks! Plus, like I said earlier, you have rally tracks specially for rally cars, or you can put dirt tires on a regular car, then it would be allowed into rally events. But of course you have to modify your car to be in contention to win. Rally cars can be unlocked by winning rally events.
Simulation Mode:
GT3: 10
GT2: 10
This is the heart of GT, and it shines in both. This is where you can build your career, but don't think this will be easy. You'll start in a not-so-fast car, but as you progress you get faster and better cars and can enter faster races where you can get more money and faster cars.
Arcade Mode:
GT3: 10
GT2: 9
This is the secondary mode to simulation. Instead of building up money and cars, the arcade mode gives you a large collection of cars to race. The advantage with GT3's arcade mode is that you start with about five tracks and you unlock more tracks as you win races. In GT2 you start with about three tracks and unlock more tracks as you win more GT League races (special set of races). This is where you also play multiplayer. Also you can load your collection of cars you got from simulation mode.

The controls are pretty basic and easy. So that makes the racing experience easier.
Difficulty:
GT3: varies
GT2: also varies
I say varies because some races are easy and some are tough, some have more laps than others, etc.

Both are very fun, GT was rated the #1 racing game so you know both are great games.

Like I said, both are great games, but overall, GT3 comes out on top because it has more tracks, great graphics, good songs, and a lot of options. But if you're not into racing games, this might not be the best pick. It's very technical, with gear ratios, horsepower, and many other technical stuff, but if you like racing games, GT3 is a must buy, or maybe a used GT2 if you want to save money. You might also want to look out for Sega GT 2002, or perhaps think about getting the new Gran Turismo 4 that's coming out soon. If you don't like technical stuff like GT3 and GT2 have, you might prefer Need for Speed: Underground, or Ridge Racer.
