Jr. Troopa is a young and feisty Koopa Mario (that cad) had to face many times in Paper Mario. Jr. Troopa may be a bully, but he's not evil. He justs wants to prove that he's stronger than Mario, and he won't give up until he does. In order to improve his chances of besting Mario, Jr. started to order all sorts of gadgets to aid him in battle. None of them worked, though. After his numerous defeats to Mario, Jr. moved back to Koopa Village with his family and is now Misty's neighbor (tourist character/unofficial Koopa Village resident). For some reason he looked up to her (maybe 'cause he was short) and started following her wherever she went. Misty thought he was a pain, but it turns out Jr. was one of the few people who understood her well, and both ended up being very good friends and hang out a lot now. Due to his experiences with Misty, Jr. has mellowed a lot, and maybe he's not interested in beating Mario anymore. But who knows when this tenacious kid will make a comeback.

Anyway, as you may know, he's very protective of his property, especially his playground, which is mainly the reason why he and Mario clashed. The important thing is that as small as he may be, he can be pretty dangerous, so it's best not to mess with him. Just stay away from his playground and his property and you should be fine.
